Videocard Upgrade

Good evening, 

I have a Dell XPS 8960 with a 13th Gen Intel Core i7-13700 and motherboard, and an RTX 4070 graphics card. Today, I received my new RTX 4070 Ti Super, but the new graphics card is not working. Who can help me with this issue?
