Token login not offered with Horizon upgrade

We use WYSE 5070s and Optiplex 3000 thin clients currently running 9.1.6108 with Horizon client 2111.8.4.0.18957622.6 and WMS 4.1.  We recently upgraded our VMware servers to Horizon 2303.  We use smart cards for thin client login.  When I try to upgrade the clients to anything newer than 9.1.6108/Horizon 2111, the smart card login requirement is no longer offered.  Reverting back brings the smart card requirement back.
