Installing Agent Invalid Directory

I am trying to push the HA agent update to my CE box from WDM but when the unit reboots it connects and says invalid directory and hangs. I noticed it also does not take any device config i send out. I think it has something to do with the FTP rapport folder... There is nothing in it.. when i push out the agent to install nothing goes to that folder so how does the device get the update?

Maybe I am doing something wrong but i cannot find any help on google searchs for this issue....
