Why does Dell Update run / prompt non Admin users?

I have a brand new Dell, Windows 10.  Why does Dell Update ever run / appear for non Admin users?  When I create a local Standard user, one of the first things they are pelted with is a prompt for administrative privileges and whether they want to run "Dell". 

Even better, it seems to have a hand in locking up their account (regardless how we reply).  (Lock up symptom:  login/password is accepted, but never returns from a blank / black screen where all you ever see is the mouse pointer.)  I've used Windows SFC and DISM several times to resolve the issue with the account.  But certain as can be, after 1 or 2 logins Dell is prompting the user again, and getting back into the same cycle.  

Do I need to uninstall the Dell tools to avoid wasting extra time recovering to normal use?  It seems contrary to the stated purpose of the tools.
