This is how to perform a clean install of Windows 7 from a USB flash drive on Inspiron 7520
Microsoft does not include native USB 3.0 drivers in the installation media of Windows 7.
For those of you who wish to perform a clean install of Windows 7 from a USB flash/thumb drive on an Inspiron 7520, below are the steps:
1. Press F2 to go into the BIOS
2. Select the "Advanced" (without quotes) tab
3. Click on "Miscellaneous devices" (without quotes) which is right at the bottom of the list of options
4. Look for "USB Debug" (without quotes) and select "Enabled" (without quotes). This will disable USB 3.0 functionality on your 4 ports.
5. Remember to save changes upon exiting the BIOS.
6. Upon reboot, press F12 and select "USB storage device" (without quotes) to boot from your USB flash/thumb drive that contains the installation files of Windows 7.
7. After successful installation, remember to go back to the BIOS to disable the "USB Debug" (without quotes) feature.

Great I have captured this to a wiki as it is useful information. If you have time could you upload pictures of your BIOS settings as pictures greatly help.

I followed your directions, but "USB storage device" was still not an available option. Did you have to turn on Legacy boot options?
