Task Manager - System Idle Process
At intervals - especially after powering up, something runs in the background on my computer when absolutely no programs are open. Upon opening "Task Manager" - the ONLY thing showing any activity is the "System Idle Process" and it takes up to 99% of the CPU. What could be causing this???? It is driving me crazy!!! When this background run begins, anything I'm working on becomes extremely slow, sluggish, and kinda hangs up. When it happens when playing games, other players drop out due to my slowness in execution.
I've executed the de-frag, cleaned unnecessary files, etc., etc...
I'm running a DELL desktop w/ early generation WindowsXP Professional, SP3, Norton 360,...
Help!!!

Its not actually a process, its telling you you have 99% FREE processor. "Percentage of time processor is Idle"
The key word is "Idle" or doing nothing.
So this is a good thing, nothing to worry about.

Scanned for malware lately? Is some antiviral or spyware scan running? Is Windows Indexing Service (indexes the hard drive for faster searches) running?
start>runtype in: msconfig
click ok
click startup tab
uncheck everything except items related to your firewall, antiviral software, mouse, video. Exit and reboot. Put check in "Don't show this again" box that appears when you reboot. Is that better?
