Scan disk for errors is not working

Question

It checks the folders part about 3/4 and then goes back to checking file allocation tables for about 1/5. It just keeps going back and forth. Why isn't it working?   windows 98

Do it in safe mode on windows 98.

How do I get into safe mode?

usually tapping F8 during the boot process gets you the advanced boot screen where you can select it.
