I can do both. Wait,would you recommend installing Windows 7 instead of 10? Since Dell doesn’t support it. Cause I have a Windows 7 key that’s still valid but no CD. Could create a USB for that one also.

I would if I could. But with the system rebooting constantly, I’m unable to gain access to download what you are suggesting.  I have the Windows 10 start up CD. Was hoping the laptop would load from that, but it not unfortunately. Does this Media Creation tool available any other way besides directly from the web?

You would need a different computer to create the windows 10 installation media, furthermore it probably best to use a USB flash drive.

You were able to get into the BIOS (F2 key) ? If yes, you change the boot order to CD first ? How about F12 key?

Now, that doesn't mean windows 10 can't be installed or run efficiently on your system. If you have a license to install Windows 10 or windows 10 was on the system, you could download and run the media creation tool to install windows 10 from the Microsoft website. Please follow the instructions thoroughly in the link below:

I need to locate that particular key. Is there anyway possible to just completely factory restore it? Back to how Dell shipped it out. Wouldn’t matter which Windows that would be, I just want it to be a fully functional laptop for my nephew. He is starting junior high and in need of a laptop and I bought this one used not thinking of anything about warranties. Spontaneity it’s always a good thing.

If I have the Drivers and Utilities disc, can it be used to start the system and get it out of the loop?

Ok, I spoke with the person I purchased from and was informed that the Windows that was installed belongs to them. So when I tried to do the restore, Windows 10 couldn’t be restore cause the key is being used by the owner now. So I have the Windows 7 Home Premuim OA product key which is on the back of laptop, but don’t have the Windows disc to load it. Also I tried to use the Drivers and Utilities disc and have the laptop boot from the CD Drive and nothing happens. It seems not to recognize the disc. It could be the scratches on it.

You could request / purchase windows 7 recovery media from Dell out of warranty department in link below:

Or....

Purchase windows 7 recovery media from a third party such as Ebay, Amazon, or Restore disk.
