Of course. To use Command Prompt to reset Windows 10 password, you must have one of the following things: 1) An admin account available on your Windows 10 PC. 2) An official Windows 10 installation DVD.

If you have an admin account available, sign in it on your Windows 10. Then complete following steps:

1. Open start menu. Type cmd in the search box and then select Command Prompt from the search results. 

2. At the command window, type "net user [user name] [new password]" and then press Enter. The user account password will be changed to the new one.

If you are locked out of your Windows 10, try to use a Windows installation DVD to help open Command Prompt. You can download a Windows 10 ISO file from Microsoft: https://www.microsoft.com/en-us/software-download/windows10%20

Then follow the instructions on that site to create a Windows 10 DVD. After that, follow this guide: Reset your Windows 10 password with Command Prompt.
