Can not access System Icon in Control Panel

Computer is running slow.  I have Norton Spam, Internet Security and AntiVirus.  I have run all three.  I have run Spybot and Adware.  Nothing shows.  I click on System Icon in Control panel and it acts like it is going to do something and then does nothing.  I can open up all the other icons.  Sometimes System will come up (several minutes later) and sometimes not.
 
It was starting to happen to IE too and now that is working fine.  I use a router which connects into a comcast modem.  I have high security.  Nothing points as to what could be the problem.  This just started to happen in the last week.  And yes I am administrator.
 
I have tried to access System via my computer and then right click to get to properties.  Same thing happens.  Nothing shows in processes as running out of the ordinary.

I would try running system file checker to see if any files were corrupted.

To run System File Checker

Click on Start then Run. In the Run box, type sfc /scannow and then OK.
Note: space between c and /
You may be asked for your Windows CD, if asked insert it

Thank you I appreciate it.  That is a new one for me.  I did try it twice and nothing happened.  It ran till the end, scanned and then disappeared.

Have you tried running all your anti spyware and antivirus programs in Safe Mode?  Do a Websearch for HiJackThis and run it-you'll want the explicit instructions on the user site for how to submit the log that is generated - someone will tell you what is good and what should be deleted.  You'll also want to run CWSHREDDER which finds some pretty lousy viruses and removes them.  It is quick to download and quick to run.
