Are you able to access the noted machine internally? For example, the Terminal Server or VDI machine you are trying to reach externally, are you able to RDP and connect into that machine internally?
Often times with cases like these, there are issues with a firewall externally or internally, or the machine has been set to off or put into a power saving function.
