correct - the XML API is only available if you have a file or unified model.
Theoretically you could use the SMI-S block API - however that needs an external SMI-S provider to be installed and most likely is too much work unless you are already familiar with SMI-S programming.
your best choice is the VNX block CLI
If you want just reporting it could make sense to go though UniSphere Central.

You can use the Command Line Interface (CLI) to control/query the Block-only array.

That should support a REST API in the future.
