There are number of problems can cause VSA into service mode. If you can login to the VSA, please provide the output of svc_diag. Otherwise, it is impossible to know what is happening. BTW, how do you shutdown the VSA? Did you use svc_shutdown?
I found that I was getting this error when rebooting the VSA with some of the NIC's in a disconnected state. When I powered the appliance down, reconnected the NICs, and powered it back up, the issue resolved itself.
