Hi Zoolander3257:
Do you have the latest Dell SupportAssist v3.8.0.108?
If not, Dell SupportAssist (DSA) should automatically self-update to the latest version when you launch the interface, but the update from DSA v3.7.0.148 to v3.8.0.108 took a long time on my Inspiron 5584. The installer appeared to get stuck for several minutes during both the download and installation steps, and once the update finished the DSA interface wouldn't launch correctly (see the message below) until I restarted my computer.
I eventually ended up installing Dell SupportAssist OS Recovery Tools v5.3.0.13847 with the Dell Update for Win 10 v4.0.0 utility (the UWP app) - see my 03-Dec-2020 reply in Miker5897's thread Can't Install SupportAssist OS Recovery Tools. Once the current Dell SupportAssist OS Recovery Tools v5.3.0.13847 was installed by Dell Update v4.0.0 a "Run All" with DSA v1.3.7.148 correctly reported there were no available updates for my system.
-------------
64-bit Win 10 Pro v1909 build 18363.1198 * Firefox 84.0.1 * Windows Defender v4.18.2011.6 * Dell SupportAssist v3.8.0.108
Dell Inspiron 15 5584, Intel i5-8265U@1.60/1.80 GHz, 8 GB RAM, Toshiba KBG40ZNS256G NVMe SSD, Intel UHD Graphics 620

I've got a similar issue (it sounds) as yours. SA doesn't actually install this version of the update. I've had three different outcomes: one is a forever installing loop that never finishes, the second the update appears to install but doesn't and reappears after a few days, and once it installed and caused a boot error after restarting. This has been ongoing for me for a while (few weeks now).
I've only generally had mediocre luck with SA anyway. I'll try to run an update once through SA then if there are issues (common) I'll go to the Dell support site and download the update there, the install it myself. Unfortunately this version 5.3 of SA OS Recovery Tool isn't available for download from the support site.

Yes, I followed all you recommended and the download still fails. Your online link does not contain the Support Assist OS Recovery tools update 5.3.0.13847 for my computer

ask4spock,
The information in the article should also work for your computer. Ignore what system is listed on the page. Try the steps listed.

Greetings,
Can you try the installation again with a clear start-up? Using MSCONFIG.

I am also experiencing this failure. I've tried it many times. Have turned virus protection off, still failed. BIOS was updated this morning. Still failed.
I'm running Support Assist Version [3.7.0.148], which reports it is the latest version.
Recovery Tools 5.3.0.13847 fails.
