If you're having problems with My Dell (not Dell Update) please note that I launched My Dell v2.0.30.0 today from my Start menu and it offered an update. Once the update was complete the app had updated to My Dell v2.1.8.0 (I clicked the small About link in the bottom right corner of the app interface to find the version) ....
... and Control Panel | Programs | Programs and Features showed that my Fusion Service had updated from v2.0.58.0 to v2.1.31.0. Dell must be in the process of pushing out a new Fusion Service because I checked the support page <here> for my Inspiron 5584 and it still lists the old Fusion Service v2.0.58.0 (Fusion-Service_M93KW_WIN_2.0.58.0_A00.EXE, released 15-Apr-2022) .
What is you Dell computer model, your Windows operating system [please include the edition (e.g., Home, Pro, etc.), version (e.g., v21H2, v22H2, etc.) and OS build number shown at Settings | System | About | Windows Specifications] and the version of your Fusion Service shown at Control Panel | Programs | Programs and Features? If launching the My Dell app doesn't automatically offer an update today and the support page for your Dell computer model doesn't list an installer for the latest Fusion Service v2.1.31.0 you might want to go to Settings | Apps & Features | My Dell | Advanced Options and choose the Repair and/or Reset buttons to see if this fixes your problem.
If that doesn't help I would advise that you just wait for the new Fusion Service v2.1.31.0 installer to be posted on the support page for your computer model so that you can install it manually. I wasn't even able to update the Fusion Service as you describe it. I had to manually uninstall Fusion Service through System Settings > Apps, then I was able to re-install it successfully. But this didn't solve the initial problem – My Dell still wants to install an update...

Did you try repairing / resetting / reinstalling your My Dell app from Settings | Apps | Apps & Features as I suggested <above> on 10-Jan-2023? If you install a fresh copy of My Dell v2.1.8.0 (not Fusion Service v2.0.58.0) it's possible that could trigger My Dell to install the latest Fusion Service v2.1.31.0 the first time the app is launched.
What is the current version of your My Dell app shown at Settings | Apps | Apps & Features (click Advanced Options for details)? Do you still have My Dell v2.0.30.0 (which I think was the previous My Dell version) or the current My Dell v2.1.8.0? When I open the Microsoft Store and check the Library of recent or pending updates it shows that the latest My Dell v2.1.8.0 app was automatically delivered to my Inspiron 5584 on 05-Jan-2023.
If you have the latest My Dell v2.1.8.0, check your Windows Services (Start | Windows Administrative Tools | Services) and ensure that your Fusion Service and Dell Client Management Service both have a Status of "Running".
I checked the Drivers & Downloads tab on the support page <here> for your XPS 13 9380 and, like the support page for my Inspiron 5584, it still lists the previous Fusion Service v2.0.58.0 (Fusion-Service_M93KW_WIN_2.0.58.0_A00.EXE, rel. 15-Apr-2022) as the latest available version. When I enter your computer model and Win 10 OS at https://www.dell.com/support/home/en-us/drivers/driversdetails?driverid=m93kw it also tells me that Fusion-Service_M93KW_WIN_2.0.58.0_A00.EXE "is the latest Dell validated version of this driver" for your XPS 13 9380, so I'm not sure why Dell is taking so long to post the standalone installer for the Fusion Service v2.1.31.0 that was automatically installed on 10-Jan-2023 when I launched My Dell v2.1.8.0 on my Inspiron 5584.
If none of this helps then I'm not sure what else to suggest at this time. One other odd thing I noticed. An installer for the Dell Power Manager Service v3.13.0 (Dell-Power-Manager-Service_PV7R1_WIN64_3.13.0_A00.EXE, rel. 19-Jan-202) was just posted on the support page <here> for my Inspiron 5584 as well as the support page <here> for your XPS 13 9380, and the "Important Information" section notes that "The Dell Power Manager is now integrated into Dell Optimizer and MyDell Application ... For Dell XPS, Inspiron, and Vostro users, download the latest version of the MyDell application".

A new Fusion Service v2.1.49.0 (Fusion-Service_R99W4_WIN_2.1.49.0_A00.EXE, rel. 30-Jan-2022) was just posted on the support page <here> for your XPS 13 9380, and the list of compatible systems in the full release notes <here> has been expanded to include several Dell XPS models. Fingers crossed this one actually installs correctly for you.

A new Fusion Service v2.1.49.0 (Fusion-Service_R99W4_WIN_2.1.49.0_A00.EXE, rel. 30-Jan-2022) was just posted on the support page <here> for your XPS 13 9380, and the list of compatible systems in the full release notes <here> has been expanded to include several Dell XPS models. Fingers crossed this one actually installs correctly for you.
If your My Dell app still doesn't run correctly you might have to uninstall your current Fusion Service from Control Panel | Programs | Programs and Features, re-boot, and then install the new Fusion Service v2.1.49.0 manually using the Fusion-Service_R99W4_WIN_2.1.49.0_A00.EXE installer.
