Unable to remove Disk from HL-DT-ST DVDRWBD CA4N

I inserted a CD ROM into my computer, and it is making a noise like it is attempting to read it but it is not successful. I am accessing the device on 'my computer' and right-clicking to "Eject" but nothing is happening. When i click the BD-ROM Drive E:  the device is not recognizing there is a disk in the drive. The HL-DT-ST DVDRWBD CA4N is making sounds like it is trying to load the disk continuously. I ttried to disable the hardware but it continues to make the souund like it is trying to load it. 

How can I get the device out?
