Error Message When Restarting

Hi,
 
Every time I restart, the following message is displayed:
 
 
Cannot find a device file that may be needed to run Windows or a Windows application.
 
The Windows registry or SYSTEM.INI file refers to this device file, but the device file no longer exists.
 
If you deleted this file on purpose, try uninstalling the associated application using its uninstall or set-up program.
 
If you still want to use the application associated with this device file, try reinstalling that application to replace the missing file.

I cannot figure out what file is missing, nor how to replace it.  I've uninstalled my applications and reinstalled several times in an attempt to correct it, as well as trying to locate what it is exactly.  I'm also getting another error message that occurs when I try to run newly installed applications (including games); I think both are related. 
 
Can't find bass.dll.
 
TASKSVR62 caused an invalid page fault in module KERNEL 32.DLL at 0187:bff7283b.
 
I have no idea how to fix this and am about ready to go crazy.  If anyone has any suggestions I would be glad to hear them.

No.  Originally I was using Bell Sympatico high speed, then switched to high speed with a cable provider a couple years ago.  The error message upon restarted only happened recently after my system had a bit of a crash.  I think it's missing device drivers...however, I just don't know enough to figure out how to fix this and don't have the software from Sympatico any longer, so can't reinstall it.  The second error message I posted was coming up before my system crashed & before I switched internet service providers.
