Nobreak APC - Dell Brazil - SOS

I bought a nobreak, APC 1200 VA, form Dell Brazil. Unfortunately the nobreak came dead. Probably it stayed longer than three  month without a charge. Other way to say lack of stock management. Dell was called on the second day after product delivery. They took longer than the defined deadline to collect the product. After acknowledging the collection they gave a dealine for returning my payment back. After two month saga, besides direct e-mail to Dell after sales people (Carolina M Pinheiro, Amanda Arruda and Leonardo Severo) and also complaining to all related official customer care institutions (Procon and ReclameAqui), Dell Brazil so far refuses to respond what happened to my money. I thought Dell was a respectable brand. This is why I purchased APC nobreak from Dell. Now I am sad to discover that Dell is no longer what it used to be.
