1) Can you confirm that you have specified an RM "Schedule User" account with local administrative access?

During the installation you were prompted for an account (domain or local) to be used by Replication Manager to create schedules.  RM uses the standard Windows Scheduler for this task so the account will need to be a member of the local Windows Administrator Group.  Keep in mind, when you enter the credentials, RM doesn't validate it so you won't know if they were entered incorrectly (for instance a mistyped password) or the account doesn't have the proper privileges until you go to create a schedule within RM and associate it with a job.

After the installation you can double-check (or modify) this account, within Replication Manager Console as follows:

Properties"

General" tab review the fields: Schedule User, Password, and Domain

2) Also, is the RM Server running Windows 2008 (non-SP2)?

As noted in the E-Lab Interoperability Navigator, you will need the following hotfix which is a fix for the Windows Scheduler:

3) By chance are you logged into the RM Console using an account with a limited role?

Unlikely the culprit, but if you are logged into RM with an account having a limited role (review the table in the RM Administrators Guide for the exact mappings between role and privileges), your user might not have the proper privileges to create a schedule.

If you haven't already, please also open an SR with support.
