Replistor 6.1.2 is replicating dat that does not need to be replicated

I am replicating data from 14 remote offices and everything is working well at 13 of the 14 offices. All of the server configs and Replistor installs are identical. The data varies a little bit from server to server but is fairly consistent. At the one office that I am having problems with, Replistor is trying to replicate data that apparently does not need to be replicated (unchanged). I have had over 40GB of data queued to be sent to the target location. When I had that much data, I deleted the data directory and did an incremental sync. When finished, it only synced 500MB of data out of 103GB. During the time that the sync was taking place, it queued several GBs of data to be sent. It is making no sense and the EMC technicians that are working on the issue are scratching their heads. Hopefully someone out there has experienced something similar to this.

What do you mean by "it queued several GBs of data to be sent"?
Where do you see this metric that reports this?
