The storage BP1 SAS B0 cable is not connected, or is improperly connected.
System Event Log shows:
The storage BP1 SAS B0 cable is not connected, or is improperly connected.
However when we open up the server, we see no disconnected cables.

Hello, Could you try this pls?
iDRAC GUI: iDRAC > Storage > Enclosure > Setup, then edit from Split to Unified mode.
You will need to Power Off (Restart won’t be enough) the server to apply the change

We dear not give any "set" command, because the server is in production and having workload on it.
Is there any downtime or reboot necessary?

The command line
racadm>>get storage.enclosure 1 BackplaneCurrentMode
Gives
BackplaneCurrentMode=Not Applicable
It does not exactly follow the instructions. By the instracutions it should give "none" instead of "Not Applicable".
Are we in the correct path with the instructions here?

hmm... then the enclosure doesn't support changing the backplane mode. Or if the expander is capable, the system permits the setting of split mode. However, before installing the second controller, it’s crucial to enable this mode.
The iDrac verifies the expander’s capability before permitting the configuration of this mode, but it doesn’t check for the presence of the second Perc controller.
Might be needed to clear system even log
If no arguments are specified, the entire log is displayed.

The SEL was cleared successfully
Is that all, just clear system event log entries, and problem fixed ?

Firstly, be ensure the firmwares are up to date. Please reseated backplane cables at both ends then I would expect issue will resolved. But if the issue persist, then it could be hardware failure. I recommend contact your local support.
