Dell Premier Color Installer Does Not Install

Everything reported herein is reproducible at-will every single time.

The Dell Premier Color installer does not install the application. When launched as admin it loads into memory and does nothing because it is incorrectly configured by whomever is responsible for creating the InstallShield package at Dell. (See attached image).
