Dell Optimizer Will Not Operate on Windows 11 23H2

The issues reported herein are reproducible at-will every single time.

All official Dell troubleshooting guides have been followed multiple times, but none of them fix these issues. The issue with the Dell Optimizer is that the installer packages have been improperly configured by whomever at Dell is responsible for creating the install packages.

1. Attempting to install Dell Optimizer from the Microsoft Store fails. There is no networking issue causing the problem. The installation fails because the InstallShield package for the Dell Optimizer from the Microsoft Store was improperly configured by whomever is responsible for the creating the package at Dell. (see attached images)

NOTE: Dell has now removed the Dell Optimizer from the Microsoft Store - so, presumably, someone at Dell knows that there are problems.



2. Attempting to install Dell Optimizer using the official installer from Dell will not install. (See attached image and Optimizer InstallShield Log [with multiple Errors].)

The InstallShield package is incorrectly configured by whomever at Dell is responsible for creating the installers. When the Dell Optimizer installer is executed, it will load into memory but then it does nothing because whomever built it configured the wrong command lines and the InstallShield package is improperly configured.


3. Upon resetting Windows using the built-in Dell Recovery, Dell Optimizer will not launch despite all components being installed. (See attached Image.)

This issue is reproducible at-will every single time.

In image below, official Dell installer for Dell Optimizer is executed as administrator. It loads into memory but then it does nothing. The cause is that whomever created the InstallShield package configured it incorrectly and it also uses the wrong command lines to install the program.

The InstallShield installer hangs permanently at the point shown in the image. The installer will stay in this state forever.

The installer ALWAYS - EVERY SINGLE TIME - stops at installing "Intel_Context_Sensing_Technology." This is because the driver being installed is not compatible with Windows 11. A developer needs to trace the issues and errors using developer runtime tools.
