Precision T3610 Fan Control Help!

Hello, I have Precision T3610 and I am having a Fan control issue. I am using Hwinfo for fan control. I can only control Fan 1, 2 and the CPU fan but I can not control Fan3. When I turn on All these 3 fans the Fan 3 also starts running at full speed. Plz tell me why is this so and how can I control fan 3?Inked9M8Y8_1_LI.jpg

Hwinfo can only turn the fans on full rpm at a certain temp nothing else. It's something to play with but you really can't recurve the fans with it so it makes it pointless. I can't answer why all the fans aren't listed other than Dell locks down their stuff. Haven't found any other fan control software to work at all and haven't been able to recurve the fans with a modded bios. What I would suggest if your trying to cool the pc down is make sure your on the latest bios because fan control did change in it through updates. Then set the fan speed in the bios to something like 25 or 30 percent. This sets the minimum speed of the fans. They will still ramp up as things get hot. I chose 30 percent because it's not to loud and for the most part except under heavy load everything in the case stays nice and cool.

Here Fan 1 is CPU Fan, Fan 2 is Fan 1 and Fan 3 is Fan 2

HWINFO is not a dell program and not supported.

Alright I understand but is there any Dell program which can  solve my problem? Or if not then any other suggestion? Also is this a program's fault or the Dell motherboard's fault?

The fan you marked as "Fan 1" is actually the optional HDD fan header. If it is disabled in the BIOS, it will always put out 12 volts and no PWM, so a fan would run full speed on it. If you actually connected a fan on it, the system will assume fan 1 is broken and run the others at full speed. 

See the attached image I prepared for you for the correct headers.

Dear Everyone, I used a T3610 computer.

I can't take down the fan speed with the BIOS setting. They always go at a minimum of ~4,000 turns. Regardless of the setting. I can only remove them with Hwinfo. But I don't want that. The temperature of the CPUs is 18 ° C. The room has 10˚C. This speed is not justified. I have a T1700 with an I7-4790 processor and it doesn't work that way. I also installed BIOS versions 6, 18, 19 and it didn't improve.

Where else can it be fixed or is this a motherboard error?

The machine makes a big windstorm and makes a sound. That's not the way to work. Is this normal?

Why is the BIOS setup included if it doesn't work?

I have no experience with this. I bought both machines now because the old ones were ruined and I don’t have the money again.

Maybe I made a mistake choosing this Dell type?

I have been suffering with it for 2 months now and you are my last hope. I tried all the things mentioned above. Only CPU and 3 SYS FANs.

Aside the cpu fan, which other fan connector is in use ?

Which fan connectors are ON in the bios ? Which ones are disabled ?

The 3 pieces of system fan. I can't turn them on and off. Only 6 types of "Fan speed control: Auto / High / Medium High / Medium / Medium Low / Low". When set to either, the fans run at a fixed 4000 rpm. The hdd fan is not used or turned on.

I would like to ask if anyone who has or has had one can tell that the fans work this way normally? It would also be a great help to say
