How to use Dell T620 backplane(X4V7W) without motherboard. Advice needed

Hello friends! 
Im using parts from T620 system. Have a need to use Dell X4V7W 12 bay LFF backplane without a motherboard. 
Using the power distribution board Dell MDCVH, it's capable to power 2 backplanes which I would like to have the advantage of. 

Currently stuck with 5V on the backplane, getting 0.061V instead on 5V lane.
I've managed to turn on PSU by shortening S14 and S13 pins on the power distribution board. But seems like the backplane needs to be turned on as well. 
Looking for advice, please.

Hello thanks for choosing Dell. We also advise that you use officially approved parts by Dell.

I'm sorry what I meant by that is what you are trying to achieve is not encouraged and recommended by Dell so at this point I can't give you any help I'm afraid. Of course, we can wait and see if anyone on the forum has an experience on the matter and hear what they think. Once again, I am sorry I can't be of help this time.
