Factory reset iDRAC 9 on T440 without networking or CPU
Convoluted system I know.
The TL;DR is I have obtained a Poweredge T440 with a Xeon Gold 6140 in it and I have 32 gigs of RAM in a single stick in there as well. For whatever reason the system refuses to post and keeps giving me error lights so the CPU is useless, and whoever last had it screwed a little too hard with iDRAC 9 and changed the network settings so now I can't connect to it using RACADM or webUI.
What solution even is there to reset iDRAC to factory settings without a CPU and without networking? My R820 just lets me assign the IP through the front panel which isn't integrated into the T440 for some reason I can't fathom.

You can try serial connection. See directions here:

But you're going to need to be able to get in the BIOS to configure the BIOS to enable serial connection.
It might work as the default for serial communication is Auto

The command to reset DRAC to defaults is: racadm racresetcfg
You may not need the racadm so also try just racresetcfg also when you can get access.
I recommend you will need at least Minimum to POST components working in the system.
The minimum components to allow the Dell PowerEdge T440 to complete POST are as follows:
*System board
*Power supply
*One processor (CPU) in socket CPU1 (minimum for troubleshooting)
*One Memory Module (DIMM) installed in socket A1

@Dell -Charles R Very useful, I appreciate.
See now I have the Xeon CPU and a single stick of RAM in A1 but I'm not getting post. Socket is clean, no bent pins, no corrosion anywhere on the board, everything lights up fine, and I know iDRAC is actually working. What I don't know is why I'm getting front panel Voltage problems.
I've got 2 PSUs here, model E750E-S0 and model D1600E-S0, I'm assuming it either has to be the PSUs not being right for the T440 or the integrated breakout board?

Hello first thing we can do is just plug in one PSU only and see if we still see the same issue?
If that clears out, the MB may be at fault.
