To identify the device causing the issue will depend on the OS installed, but the page here shows the different ways you can determine which part is causing the issue. 

Another option would be to take the server to its minimum to post configuration, then if the server starts without the error you can add the removed devices back until the issue reappears. Minimum to post for the XE9680 is removing everything internally and externally from the server, but the following

● Power button control panel and cable
● Power Distribution Board (PDB) and cables
● PCIe Switch Board (PSB) and cables
● Two processors in processor socket 1 and 2
● Two memory modules (DIMMs) in slot A1 and B1
● System board + LOM card + RIO card
● Three Power supply units.
