Thank you chino.  Yes DP/N 19WMR is one of the Dell 360w psu.

Dell Optiplex 360W PSU Power Supply L360EPS-00 19WMR 019WMR

it has 6+4+4 connector for 7090 motherboard and 6+2 PCIe connector for graphics card.  https://kingofalldeals.com/products/dell-optiplex-360w-psu-power-supply-l360eps-00-19wmr-019wmr?variant=43476167098601

That looks like a 6+2 PCIe power cable.  What is the DP/N of your 7090 psu?  I guess you have the 360w psu which has a single PCIe power connector for discrete graphics card.

the 300w psu for 7090 only has 6+4+4 white pin connector for motherboard and no PCIe connector.
