No Splash Screen/BIOS output via GPU
When I plug my monitor into my GPU (RX 580) my computer doesn’t display the POST screen and I am unable to get to the BIOS, the first thing I see is the windows login screen. If I connect to the onboard out I can enter the bios and then select the primary display to “ATI Radeon HD” with multi monitor support on. When I select this I don’t get the splash screen on either the GPU output not the onboard video out. The only way to enter the bios again is to unplug the computer for a while and the bios returns to selecting the onboard video out (UHD 630) as the primary display.

How can I get the POST screen and bios to appear via the GPU output?

Granted you have the MT (mini tower), I take the PSU must've been upgraded to power a 185w RX 580. PSU recommendations range from around 450w-550w with 1x8-pin connector. OEM PSU = 260w.
If the PSU isn't upgraded, you still might get an image off of it because at idle it may only draw around 16w.
As for BIOS/Boot Menu/splash screen - BIOS doesn't have a driver for a RX 580. So an image isn't seen until driver in Windows kicks in.

No; not that I've ever heard of in the 5 years of doing this. The troubleshooting you did with the BIOS display settings is the extent of it as far as I know.

I wonder why they’d limit the BIOS like that. Since it already supports the RX 570 and other PSUs are available, doesn’t make sense to me to limit the driver support and have no way to add them if needed.

The PSU has been upgraded and I've tested the card at full load (with CPU at full load) and there's no issues. Is there any way to update the BIOS with drivers for the RX 580?
