The 24 to 8 pin adapter you got is for old legacy Optiplex 7020/9020/7040 etc.
The new Dell 2023 7010 8 pin has a different pin out. The old adapter is not compatible with it. Moreover it is risky. Could cause irreparable damage to motherboard
No known adapter available now for new Dell 8 pin, but you can upgrade to Dell oem 500w psu with the new 8 pin. Caveat that psu has to be outside sff case

The new proprietary pin out is not determined yet so no cable has been made
