Driver downloads for PCI serial port & PCI simple communication controller
Can someone please send me the correct links for driver downloads for Dell Optiflex 755 desktop as my drivers are missing? I'm running Windows 8.1 64-bit. I've looked on the internet but cannot find anything. Please help.

I think you're right about your video software possibly being defective. I bought some cheap video editing software last summer. It has auto volume leveling. No matter what, I couldn't get it to do that to a video.
You really shouldn't be having that hard of a time with a 755 and drivers. May be consider having a different OS on it? Not sure how much you like Win8.1, but Win7 is an idea as long one has their own security on it. Only suggested for those that can't stand Win10. Win10 has many of the same and similar features as Win7, plus many added features. I don't know if you use it already. But Win10 has the native drivers and the 755 can run it.

Actually this is false because legacy drivers and chipset and AMT drivers will NOT be identified. Only after installing DOTNET 3.5 SP1 and Directx June 2010 and INTEL CHIPSET 9, and INTEL Graphics, will it see the older directx 9 hardware. Not supported doesnt mean not working but very specific legacy drivers must be installed for everything to work.
Windows 7 and 8.0 are already EOL EOS.
8.1 is ok but that too will soon be end of life.
Dell appears to have pulled all the Vista and 7 drivers for models all the way down to GX620 which is as old as you go for Vista Capable WDDM 1.0 support that has PCI-E video and AHCI SATA.

When I did a Win10 clean install on an SSD on my previous 755 MT, I didn't have to download any graphics, sound, USB 3.0, or BT (Bluetooth) drivers. I thought that was pretty good since I added USB 3.0 slots to the 755.
Also, I probably should've been more specific when I mentioned "native drivers." And... "can run it" was referring to Win10.

Thanks! No joy with any downloads there. I can't open those. cab folders. Please send me the .exe files. I got the video conversion software to work initially on my Lenovo laptop which has Windows 10 . It started well but then deteriorated with choppy video & sometimes no video. The CPU on my laptop is 1.8 - 2.20 Ghz. In device manager the display adapter is listed as Intel R UHD Graphics. I noticed also that the video wasn't playing in the preview pane as it should while transferring but I could hear the audio. I still haven't given up trying yet! I'm still determined to transfer my Betamax tapes to digital. Thanks for all the help & suggestions. It is much appreciated! I hope we can still get this sorted.

As far as I know from this forum, cab file needs 7-zip to open it. Cab file should be in Documents folder.
As for any further questions on that one, one of our other experts, like speedstep for example, would have to answer. I haven't had to use it.
Win10 DVD from Newegg is the same DVD I've used to do clean installs. I believe if Win10 were on the 755, you'd be well on your way.
Install doesn't take very long; it's updates that do; which I'm sure you're familiar with. I doubt you'd have to wait for updates to run your video software. But keep Windows Defender up to date though if it's online.
Check your video software's system requirements. Google it with the name of your software if you don't have them. It's also possible the laptop doesn't have enough RAM.

Newest version of 10 21H2 which is the only available download now has removed thousands of drivers including legacy drivers.

The onboard INTEL Graphics is not on any of those versions being so old. Which is why the AMT HECI SOL drivers are not there nor are the older version 8 and 9 chipset drivers. Which is the issue the OP is having with blurry video and PCI Serial driver with yellow !

Thanks! No joy with any downloads there. I can't open those cab folders. CABS are not folders JUST AS exe or zip files are not folders.
cabs must be extracted in a folder using 7zip.
There isn't any more help as I have dragged out and verified that the Cab files when moved to documents folder and extracted using 7zip work fine.

I took the 2nd option of the 1st list of cab files & using 7zip extracted the contents to a folder under my documents . Then proceeded to update the PCI serial port yellow arrow but then told me it couldn't update that driver with any of the contents of that folder.

Hi @speedstep what about the laptop's options?. It has 16Gb ram. Display adapter Intel UHD Graphics. Windows 10 No.yellow arrows in device manager. Can the graphics be changed there to upgrade to something more powerful which may work for this purpose or what would you advise there? There must be a reason why the video is currently choppy & disjointed while playing in the preview window or not playing at all ? If there are no yellow arrows how does one change or upgrade the drivers? & which drivers, only the display adapter or sound & audio as well ? Apologies for all the questions but as you can see I'm not really tech savvy but would really like to.solve this without destroying the laptop or desktop in the process. Will appreciate further advice in this regard. Thanks for your patience!

Laptops only have graphics integrated with the CPU. Can't upgrade graphics without upgrading to a different laptop.
Your video software won't break neither your laptop or desktop even if it can't run it. However, you might try different video software. 16GB RAM should be sufficient for it.
I don't know if your laptop CPU is too slow for your video software. Remember what I said about checking system requirements?
It doesn't sound like you can upgrade drivers beyond what you have already on the laptop. However, you can always check Dell Support Assist or Dell Command Update to see if there's any newer drivers if laptop is a Dell.
Is your laptop a Dell? If it is, you can always start another thread for it in the right forum for it. If it's not a Dell, like HP for example, I'm sure they have a community forum.
One thing I am going to still suggest is having Win10 on your 755. I don't remember if you mentioned the RAM. Is it maxed at 8GB? What CPU does it have?
I'm not as familiar with laptops as I am with desktops, towers, and so on. But hopefully answered your questions the best I could. So, if you still want to get answers from me, you're still welcome to continue this thread for any reason. Seen as we're still talking about drivers and your video software...

There's something I'd like to mention. You may be due for a PC upgrade.
I have a 7010 MT with I7-3770, SSD, HDD for storage, 12GB RAM, soon to have another HDD with Win7 due to Win10 issues I have.
It's fast for everything, including music editing. No problem playing videos. However, with trying 2 different video editing software programs, I found it slow for video editing. I didn't get lines through the screen like you did though.
Many years ago, the first Microsoft PC I had was a Win98 PC with 450MHz CPU and 128MB RAM. Playing video on it would put lines through the screen; even if I ran visualizations in Windows Media Player.

Thanks @bradthetechnut It's a Lenovo laptop. The software is Easier Cap USB2.00 capture device & Honestech. Maybe VLC media player will do the transfers with the USB capture device ?

I checked system requirements for both programs you listed. One would think you should be good to go. Their requirements are pretty low. One note I noticed is Honestech requires 10GB HDD space for recording. That's because recording initially goes to HDD/SSD, otherwise RAM would be exceeded and program would crash.
As for VLC, not being into it, I don't know enough about it to answer your question. Up to you if you want to try it.
