Dell optiplex 990 problems installing windows
Greetings I am trying to do a fresh windows install but I keep getting a bc error on a black screen. Here is a picture nothing I tried so far worked. The ssd is in perfect state and has been formatted. Here is a picture

Try loading Windows after you replaced the battery. A bad battery will cause all sorts of seemingly unrelated bizarre problems. I've even had downloads not work because of it. Others - boot loop problems and so on.

0xc0000098 on Windows 10: The main cause of the Boot error 0xc0000098 is corrupted Boot Configuration Data (BCD). This means that Windows was not able to load operating system because the BCD file doesn’t contain any BCD entry.
This cannot be fixed without installation DVD media

cleaning the drive with diskpart
Setting BIOS Sata operation to AHCI
and F12 booting from OEM win10 dvd to install.
This is why step 1 is insert your windows installation disk.
USB flash drives have several problems including that they MUST BE FAT32 and they MUST BE USB 2.0 type and they MUST BE 16 gigs but no more than 32 gigs FAT32 and MUST BE installed into a USB 2.0 port for installation. Using USB3 port will crash before it can complete the install because USB3 flash drives are not supported in class 1 legacy bios.

looks like there are already two great members JOcean and Brad helping you.
I have a feeling that your ssd has some hidden partition that is possibly preventing you from a successful install. the format you did may not have deleted the hidden partition from prior OS install.
try this: download the windows installation media as suggested by JOcean and prepare a bootable USB if not already done. do a custom clean install. this means choose "custom install" at beginning of install, delete all partitions on the ssd. You should see only one disk that is unallocated after this. Then click "new" to create new partition, "format", click "next" to proceed with installation.
