Visited local shop and ran ubuntu 18.04 on a C521 with 2 GIGS of ram LIVE from the DVD works fine.
XP is not supported by anyone including Microsoft and Dell.
Its End of Life End of support.
Have someone burn this ISO to a DVD-R at 2x or 4x or 8x max and F12 boot it live.
Works on C521 even when hard drive is removed.

If you cant do that then buy a boot DVD

If you are using Internet Explorer that came with Windows XP, it may well be that the websites have been written to refuse connection to your web browser because of security concerns.

If this XP install used to connect to LAN without issue, you need to go inside device manager to see if there is any error in network adapter. If no error, then could be a motherboard hardware issue new since before. if there is error try reinstall XP to see if that helps.

XP infected with winsock malware wont connect to Comcast Xfinity.
XP VISTA and 7 are no longer supported.
A live Linux DVD will likely boot and attach to Comcast just fine.
This book comes with F12 bootable DVD and is current for 2021 will work on your system even without any working hard drive.

I have been trying to find malware in the system and I have found none. The Ethernet port has an orange and red light on instead of an orange and green, could this mean anything?
