cpu fan in a fan controller

https://streamable.com/9yqoa i tried putting a oem optiplex cpu fan in a fan controller bc the oem fan curve is not good and i need cooler cpu temps what im worried about is if the cpu fan red wire is lower then 12v bc im scared im overvolting it

it goes in to the fan controller red and black is the red wire 12v?
