Cannot detect GTX 750 ti in Optiplex 3020

The card is inserted and the fan is spinning (so I assume it is powered).

NVidia installer says "The graphics driver could not find compatible graphics hardware".

In Device Manager under "Display adapters" it just says:
  - "Intel(R) HD Graphics 4600"

Similarly, when I boot with F2 and look at the system information there, it shows four PCI Slots and for each one says:
SLOT1 = [Empty]
SLOT2 = [Empty]
etc...

What else can I try? I am completely new to all of this.

I have updated the bios to A19.

I purposely bought an Optiplex 3020 because I read that it _can_ support a GTX 750 ti, which requires 60W:

This card is powered from the motherboard.  The fan spins, so I presume that it is getting power. Additionally, there are reports of users in other forums who claim to be using the GTX 750 ti on an Optiplex 3020 without issue. So that statement about the power supply being "TOO SMALL" does not sound correct.

I am trying right now with secure boot off and legacy rom options on and still... nothing.

Any other suggestions?

Secure boot must be off and Legacy Option Roms On.

The Power Supply is TOO SMALL for a 750TI

75W cards are NOT Supported.

I'm telling you about a model that I personally own.

Stock Power Supply in the tower is 290W.

The Desktop and USFF have EVEN SMALLER power supplies.

Its a proprietary power supply.

There is a 365W upgrade specifically for adding a 75 to 150w video card. OEM 365w

Did issue has been solved? I meet same situation on my 9020, GTX750ti FAN turns but BIOS not detect.
