Adding graphics card to Optiplex 3020
I am trying to add the Dell PN 0F9P1R graphics card. Its a AMD Radeon R5 240 1GB DDR3
Forum says that this card is supported by desktop.
When I install card, fan runs but it isn't recognized in BIOS. Video Primary display is set to Auto. But BIOS says that both PCI slots are empty. I've tried reinstalling it a few times but card still isn't recognized. Fan on card spins, but that is it. I am not sure what is wrong. Is card DOA or is there a BIOS setting I am missing?

SECURE BOOT must be OFF and Legacy option roms and CSM on.

Thanks for the tips speedstep but it still doesn't work. I confirmed that BIOS settings are exactly as you recommended. I even tried another of the exact same graphics cards, but still no luck.
It is odd as this card is confirmed to work in the Optiplex 3020 but two samples aren't working. Anything else to try?

That card requires a 350 w power supply unit. Yours is less than 300w. Dell recommends using the 290w and integrated video you have in Support's post in this thread and not installing a video card--https://www.dell.com/community/Desktops-General-Read-Only/PSU-upgrade-for-Dell-Optiplex-3020-Mini-Tower/td-p/4633944

IMO, graphics card manufacturers tend to be somewhat conservative with PSU requirements, since they do not know the specification of the PSU and the PC of every single customer. With PCs like the Optiplex series, it may be better to compare the power consumption of the card with the power available to the slot.
The way I understand your link, Dell support says the company did not test its computers with 3rd party PSUs and as such they can not recommend using one.

That's always been a problem here. If dell didn't officially test, bless and baptize an item, whether a video card or memory module, it doesn't get written in the stone dell tablets and included into the official scriptures.
Therefore, it is unsupported and does not work. And, it can NEVER work.
This is the mindset here.

Speedstep also has often recommended the 30w GT 1030 for various Optiplex's.

GT1030 from dell works with secure boot on.
Retail GT1030 works with almost all dell models EXCEPT USFF and Micro.

You CANNOT USE a 75w card in ANY 3020 without the optional 365w power supply and tower.
