PowerEdge T710 cannot boot to System Services

A PowerEdge T710 cannot boot in to System Services via pressing F10 at post.

If F10 is pressed the system will enter a "boot loop" where the system will appear to begin load the system services, but will hang at a black screen which has the Dell logo and the words "INITIALIZING UEFI, PLEASE WAIT.". The only way to exit this boot loop is to clear the NVRAM via the jumper.

Troubleshooting steps so far:

- BIOS updated to latest version available

- IDRAC firmware updated to latest version available

- LCC firmware updated to latest version available

- IDRAC updated using "Lifecycle Controller Repair Package"

All troubleshooting steps have resulted in no hard errors (ex. all firmware updates were successful) however nothing has resolved the problem. Pressing F10 at boot will still result in the server getting stuck in a loop.

Given that the server is OOW any ideas are welcome. Thank you.
