I had already enabled those options and the desktop would not wake up.
Only upon enabling Shutdown Wake-On-Lan was I able to wake up the desktop (which is not listed in the posts provided).
To sum up, checking all options in the Power Management tab, and enabling the following three options within the Advanced Tab:
Enabled my desktop to wake on lan after being shut down. Screenshots for those in need.

grimpirate,
To enaable wake on lan you will need to boot into the system bios. Once in the bios navigate to the Advanced Tab.You will see where to enable the wake on lan. It is disabled by default.

I've enabled that feature and generated the magic packet to wake the computer to no effect.

grimpirate,
There are other settingsyyou will need to set for WOL in your computer.

Also, you will need to enable WOL in the device manager. Open the start menu and type "Device Manager" and open the device manager. Expand "Network Adapters" and right-click your network adapter (typically Intel) and select Properties. Click the "Power" or "Power Management" tab and make sure WOL is enabled.

This worked great, I was able to get our one 3050 doing WOL. We have an SCCM Compliance Baseline that sets all of our Dell systems to do WOL. Now I have to modify the baseline to account for these extra settings. Does anyone have any idea how to do this?
Thanks for this and all and any suggestions or information is greatly appreciated.
