error message

The connection to the server has failed. Account: 'mail.network2010.net', Server: 'mail.network2010.net', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

can some one tell me if this is a ISP problem or a computer problem. Should I post this somewere else for more help ?

Looks like you could not negotiate a SSL connection for secure email retrevial or posting.  Either the server does not support SSL under POP3 (you'd change your setting) or it had a failure (their problem).
