Dell R730xd 0MT09V Card not getting iP address with SFP+ cable

I just upgraded the network card in my R730XD to 0MT09V card and 10Gtek AXS85-192-M3 transceivers. The connection lights are on and the Link shows as up in idrac.

However I am not getting an ip address on that link. 

I've upgraded the firmware and drivers to the latest but still no luck. 

Is there something that I missed? I thought things should have been plug and play!
