P4317Q Stuck Cycling Colors - Cant Access Menu

Turns on. Whether connected to PC or not, screen just cycles through colors. The only button the does anything is the power button and I can't access the menu.

My PC recognizes it and it's even playing sound. I've tried mDP to DP and HDMI to HDMI. The Dell Display app says it cannot communicate with the monitor.

I recently replaced the power board because it wasn't turning on before. It turned on after replacing but then the color thing. So I replaced the main board with a different one and same issue.

Could it be the Tcon or LED Driver board? Or a software thing? Thank you!
