many grey lines across monitor screen...help!

Recently when I start my computer, there are many grey horizontal lines running across my monitor screen.  These lines are different shades of grey, and seem to occur randomly - they are not symmetrical and occur differently on different screens.  I thought it was a monitor problem and bought a new one, but (silly me) after hooking this new one up I am still having the same problem.  Could this be a power problem, or a problem in the tower?  Nothing seemed to be bent out of shape when I hooked this new one up....  Any help would be appreciated.  Also, does anyone know if I will be able to return this monitor to Dell since my old one apparently works just as well?

From perusing other forum posts, it seems that maybe I have a faulty NVidia card.  I don't know exactly what this means or entails...can someone help me out?

I had this problem yesterday (1-16).  Screen became pale, grey lines through type, screen saver showing posterized colors.  I tried various things, then used my Restore program to get back to earlier in the day, before I had the problem. No luck.  Then took a gamble and used Restore to get back to the previous day, Sat. Jan. 15, in the morning.  Worked!  Now the color is fine.  Can anyone suggest what went wrong?  If this was a driver problem, Restore shouldn't have solved it.  I didn't download any new programs, unless Microsoft automatically downloaded, which I don't think happened. 
Any ideas anyone?!
