Windows 10, Start process is missing

Admin local account has 'lost' Start from Task Manager > Processes > Background processes. This is what we did see, before this error appeared. Does anyone know how to reinstate Start within Task Manager?

Our other local accounts do not have this error, so only the Admin Local account attributes have changed, but do not know how to reinstate Start within Task Manager. (Do not want to create another Admin local account.) 

Now, when in Admin local account, clicking on Start Menu (Windows) does not open and creates critical error window saying "Your Start Menu isn't working" and Windows 10 does not fix this error. The appearance of this window that we cannot dismiss, is an unwanted nuisance.

(1) Unable to Restart StartMenuExperienceHost.exe process (Start menu) in Task Manager Processes tab because it does not exist.

(2) Unable to Restart StartMenuExperienceHost.exe process (Start menu) in Task Manager Details tab because it does not exist.

(3) The StartMenuExperienceHost.exe process doesn't automatically restart, and manual attempt to run the C:\Windows\SystemApps\Microsoft.Windows.StartMenuExperienceHost_cw5n1h2txyewy\StartMenuExperienceHost.exe file does not restart it.

(4) Unable to Restart StartMenuExperienceHost.exe process (Start menu) in Command Prompt

Creation of new registry key DWORD EnableXAMLStartMenu at HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced did not reinstate open Start Menu (Windows).

Came across discussion about TileDataLayer which seemed to offer the Start Menu solution. However, TileDataLayer is not used in our OS is Windows 10 Professional (x64) Version 2004 (build 19041.450).

Found the Windows 10 start menu troubleshooter Here and ran startmenu.diagcab with the premise that it has been updated for Windows 10 build 19041.450.

Issues found. Required applications are not installed correctly. Automatic fix not possible. "Microsoft.Windows.ShellExperienceHost" and "Microsoft.Windows.Cortana"
applications need to be installed correctly. Installing the applications might fix the Start menu problems.
