TPM 1.2 to 2.0 updater in WinPE 1903
We upgraded to CM 1902 and the 1903 ADK. The TPM 1.2 to 2.0 updater no longer launches at all in this version of Windows PE, no UI or log file show up. I even tried using our old boot image with the 1809 ADK and it launched fine there. Can anyone else reproduce this? This is the updater I'm using:

Im having the same issue here since i upgraded our boot images to 1903.

yeah we are getting the same issue here when we upgraded our boot images from 1809 to 1903.

Just got the solution from the Dell and it worked for me.
The solution to the issue with TPM Utility failing in WinPE 1903 - was to add latest (Dec 2019 - at the moment of writing) Win10 1903 cumulative update to ADK 1903 boot image.
So all you need to do is to take your boot image (better make a new one, or at least make a backup of prod image first), mount it and add Windows update packaged, unmount and redistribute.
1. Create new boot image

3. Mount boot image
