Latitude E7270 No video Solid white power button No amber blink

Looks like no post.  Cpu fan does not spin.  Battery removed.  Laptop on Dell charger.

memory and charger tested working in another unit of same model.

can laptop get stuck in Post?  Does not show any video, no Dell logo.

can laptop cmos settings get cleared?  Not experienced w laptop cmos battery removal technique.  Any other way to reset E7270 cmos and give another try?

btw laptop w no video still gives correct 2,3 amber, white blink or 2,4 blink when no memory to wrong/bad memory installed respectively, suggesting some basic post logic test still works.

You can reset the CMOS by disconnecting the main battery and holding the power button for 30 sec.

Then connect just the AC adapter, verifying that the LED on it comes on and stays on.  Once that's verified, try powering up.  If the system will then power up, reconnect the battery and try again. If that halts POST, the battery is bad.

If the system won't POST after a reset as above, the mainboard is bad.

If it's no Video, than you may wanna try an external monitor and D+Power buttton. 

But by looking at the symptoms it seems No post. Resetting CMOS is good idea. 

Disconnect battery cable from motherboard, remove CMOS and put it aside. Hold the power button down.

Try Ctrl + Esc and connect AC adapter while holding them, if BIOS recovery screen launches, you know the drill.

No video on external hdmi monitor either.
No battery installed, tried connecting charger + holding down power button x 30s. No video.

two strange behaviors of this laptop:

if it is powered off, no battery installed, disconnect charger, then reconnect charger barrel, power button turns solid white automatically without pressing.  definitely abnormal, as none of the other working units of same model does this.

when power button turns on automatically, after about 20 sec it turns off by itself x 2 s, then turns itself on x 15-20 sec, then turns off by itself x 2 s again, then turns on by itself again and remains on indefinitely. No video throughout.
