Ok I have found a tool that does that:

https://www.monitortests.com/forum/Thread-Custom-Resolution-Utility-CRU

Works like a charm!

What model external monitor are you using,. and how is it connected to the system?

Notebooks are designed to operate a panel only at its native resolution.  That was the reason for the question.  External screens can display multiple resolutions satisfactorily in at least some cases.

It's not clear what resolution you're trying for, but before settling for the black bars and reduced image size or the fuzziness inherent in running a non-native resolution, you may want to try display scaling (which Windows can handle) first.

None or IIyama? and what does it have to do with the problem? I need it to set a proper resolution for Steam Link games on IPhone. Normally I can do it via Intel drivers on my Asus or via NVidia drivers on my desktop PC, but here... I can't find that setting as everything is Dell-made.

Display scaling doesn't do a job at all... and it's not true that notebooks are designed that way because on my Asus I can set it with no problem. Anything that I will type in. I tried the solutions from here:

https://www.thewindowsclub.com/how-to-create-set-custom-resolution-on-windows

But don't even have an option to select resolution. Even when monitor is connected.

So it's not possible with DELL?
