Dell Latitude 7420 Low power to Cpu.

Half of the time when my laptop is on battery power, the CPU ( i7 1185G7) seems to be locked at 10 watt max, It doesn't exceed that even when I'm trying to do an intensive task. When its on this state, none of the windows power options work, I've tried testing different power plans, using the windows 11 performance settings and editing the registry. As soon as i plug the adapter, the 10 watt limiter is removed and clocks increase. 

I have checked the temperatures and the laptop doesn't exceed 55-60 C when in this state. 

Since the CPU cannot exceed 10 watts, the Clock speeds rarely reach 2.00 GHZ and when the igpu ( Intel iris xe ) is being used, the CPU clock speeds reach 0.5-1.0 GHZ to stay under the power limit of 10 watts. 

When the laptop is working normally on battery power (Half the time it does) , It runs perfectly fine. It boosts to 4.8 GHZ on battery and all the power options inside windows work fine, and the CPU package draws up to 45 watts under high load.

I have tried tweaking bios settings too but nothing in the bios fix the problem.

Battery Health is 91% (Excellent).

Please if someone can identify this problem it'll be really helpful.
