I have a Dell latitude 7400 with a 16Gb memory chip and I want to know how much Ram memory I can still add to the system.

Are you asking about the latitude-14-7400-2-in-1-laptop? If yes, per "latitude-14-7400-2-in-1-laptop_Setup and specifications guide_en-us". The RAM limit is decided at purchase and is soldered in leaving no path to increase RAM.
IMHO, this is very short sighted on Dells part
