XPS 13 4K monitor connectivity

I still can not fix this issue. I have dell adapter USB-C to HDMI but I only get 2195X1235 resolution.

The graphic platgforms shows 3840X2160- 60Hz.

Are there eny new upgrades to solve this issue?

Are you sure that your USB-C adapter supports HDMI 2.0, which is required for 4K @ 60 Hz?  Not all USB-C to HDMI adapters do.  Someone else came here asking a question like this a while ago and posted a link to the adapter they bought.  The adapter specifically said it was good up to 1080p, and I found a link to that manufacturer's updated version that looked visually identical but had a different model number and supported 4K @ 60 Hz.

Yes, the USD-C adapter is manufactured by Dell and supports HDMI 2.0 Moreover the usb wire is HDMI 2.0. Still..2195X1235 resolution

I have contacted DELL Service in my country (Greece) and tried all that allready (updates, cable and screen testing). They finaly send me an official DELL USB-C to DP cable which gave me a max resolution of 2560X1440.

My screen is Samsung U28E590D.

Ok, in that case you can try updating your system BIOS and your Intel graphics driver, but if that doesn't solve it, I would suspect either a hardware fault or at least an incompatibility with your specific equipment even if the hardware should work and WOULD otherwise work with other equipment, so it would become a case of isolating variables.  For example, have you successfully tested that adapter and cable with another 4K display?  Have you gotten that display to run 4K from any other system?
