Vostro 3560 fan noise! PCH diode problem??
Got the new vostro 3560 about two months ago, pleased with everything at first. BUT! the fan noise is driving me crazy!!
look at this picture. the CPU temperature is not high at all. but the fan is running almost full speed. And what the hell happened to the PCH diode? with a temperature of 65 C+. I noticed that once the PCH temperature goes up to 65 C, the fan goes crazy. And it also happens especially when you copy data from USB storage or external hard disk. The fan noise problem has been reported too many times, I reported once, but there is no solution or response from DELL! It has been almost 3 months since last BIOS update and no sign of new release.
I'm really disappointed with DELL this time. since my first laptop is DELL, and bring me so much happy time.

Fans can become loud or have abnormal sounds due to:
Follow below steps to isolate the issue:
Step 1: Cleaning the Vents
Check the vents on the computer to see if they are covered with dust and not allowing heat and air to pass through.
Turn off the System
Remove all power sources: Unplug the AC Adapter and Remove the Battery, or Unplug the Desktop Power Cord.
Use a compressed air can to blow the dust out of the vents. Be sure to hold the can at an upright (near 90 degree angle) and hold it 15-20 centimeters (6-8 inches) away from the target.
Step 2: Update the BIOS:

Note: Plug your computer to a good, working wall jack before you update the BIOS. If you experience a loss of AC power or a significant voltage sag/spike during the BIOS flash, you will either have to buy a new BIOS chip or buy a new motherboard.
Step 3: Hardware Diagnostics Check:
Restart the computer by holding the FN and the Power button simultaneously.Let the diagnostics complete.

Thanks for Dell-Rajesh R's reponse, but I don't think you have read what I'm talking about, just the routine reply can't solve anything.
1.my BIOS is the newest, but the bios is 3 months ago, DELL hasn't update it since too many users complaining about it.
2.my computer is new. less than 2 months, and the situation comes with the computer when I bought it. No Obstructions in the fan or vent area. and you can see from the picture the CPU temperature isn't high at all, there is something else caused the fan problem!!
3.My working environment is 18 C constant temperature. the laptop can't bare that?
4.no problem of hardware diagnostics.
it is the PCH diode temperature which trigger the fan. Is it a hardware problem or BIOS problem? I don't know. That is your DELL's problem.

I tried to set the Processor Power management to passive. But I don't think it helped.
the fan's movement is sensitive with the PCH temperature,,,
